Title: Humanitarian Access & Security Coordinator
Location: Maiduguri, Borno

Job Summary

  • Under the supervision of the Country Director, your primary responsibility is to ensure the security and safety of staff, activities, and facilities. 
  • As a key advisor to the management teams, you will provide technical expertise in context analysis, risk mitigation, strategy implementation, and problem-solving.

Responsibilities
More precisely, you will be responsible for the following missions:

  • Provide technical support to the Country Director on all policies, procedures, guidelines, and planning related to staff safety, operational security, and program continuity.
  • Collaboratively evaluate, review, and support updates to the Security Risk Analysis (SRA) and associated Security Management Plans (SMPs) for ACF Nigeria.
  • Ensure compliance with ACF’s Security Management Framework (SMF), including gender-sensitive security components.
  • Develop and maintain relationships with local authorities, INGOs, UN agencies, and other key stakeholders in Nigeria.
  • Promote awareness and acceptance of ACF’s mission and operations within the areas of intervention.
  • Identify, establish, and manage appropriate measures to ensure the safety of ACF facilities.
  • Manage and implement a capacity-building plan for the Safety and Security team, including tailored training methods.
  • Ensure the regular training of ACF staff, stakeholders, and counterparts on safety and security measures.

Requested profile

  • You hold a master’s degree in Security, International Relations, or a related field, with at least 5 years of experience in Humanitarian Program Management and/or Logistics roles in volatile and high-stress environments.
  • You have proven expertise in planning, organizing, and executing humanitarian security operations, with a strong understanding of humanitarian principles, the NGO code of conduct, and the specific roles tied to NGO field and operational contexts.
  • Your skillset includes excellent analytical, critical thinking, and reporting abilities, combined with strong communication skills. You possess a solid understanding of local, regional, national, and international safety and security policies.
  • You also have a strong background in leadership and team development
  • Knowledge of communications technology including satellite communications and cellular mediums is an advantage.
  • Fluency in English (both verbal and written) is essential for this role.

Specific Conditions / Salary
For international candidates:

  • Monthly gross salary from 2597 to 2968€ upon experience,  including 13th month
  • Reimbursement of the pension insurance for non-French citizens:16% of the gross monthly salary and 6% increase after and each 12 months of continuous contract
  • Monthly per diem and living allowance: 837€ net, field paid. Monthly country allowance: 450€ 
  • Child allowance: 1500€ per year per child present in the country of origin (maximum 6000€/year)
  • Transportation and accommodation: Coverage of transportation costs
  • Medical coverage: ACF covers 100% of the health and repatriation insurance agreement fees
  • Salary sustainment measures (sickness, paternity, maternity)
  • Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 € for each RnR period

For national candidates:

  • Basic Salary: 1721 USD per month
  • Your monthly salary will continue to be paid in Naira, calculated based on the reference of ACF official exchange rate (SAGA) for the previous month.
  • Living conditions allowance: 141 USD per month
  • Leave allowance: 10% of basic salary per month
  • Pension: Employer contribution 10%, Employee contribution 8%
  • Annual leave:  2 days per month
  • Private medical insurance and life insurance:  Provided by the organization
  • Relocation Allowance: 130 USD (one time payment if hire is for relocation)

Title: Trainer of Trainee (ToT)
Location: Nigeria
Duration of Assignment: Four-day Training of Trainers (ToT) workshop

Introduction

  • The PCVE KIRH, is seeking experienced four consultants to facilitate a four-day Training of Trainers (ToT) workshop. 
  • This initiative aims to strengthen the capacity of regional knowledge hubs and members of the PAVE Network, including GCERF Principal Recipients (PRs) and Sub-Recipients (SRs), in scaling up and mainstreaming Prevention and Countering of Violent Extremism (PCVE) across Nigeria.

Objective of the Consultancy

  • The selected consultants will be responsible for designing and delivering training sessions, developing training materials, and facilitating discussions during the ToT workshop. The consultants will ensure that participants acquire the necessary skills and knowledge to implement effective PCVE strategies in their respective regions.

Scope of Work
The consultancy will include the following key tasks:

  • Develop a comprehensive training curriculum and materials tailored to the needs of regional knowledge hubs.
  • Facilitate interactive training sessions on PCVE strategies, best practices, and implementation frameworks.
  • Guide participants in developing regional action plans for scaling up PCVE initiatives.
  • Provide expert insights on fostering collaboration and coordination among PCVE stakeholders.
  • Conduct pre- and post-training assessments to measure knowledge acquisition and impact.
  • Prepare a final report summarizing key workshop outcomes, participant feedback, and recommendations.

Expected Deliverables

  • A detailed training curriculum and facilitation guide.
  • Training materials, including presentations, case studies, and interactive exercises.
  • A comprehensive workshop report, including an analysis of participant engagement and key takeaways.
  • Action plans developed by participants for implementing PCVE initiatives in their regions.

Qualifications
Interested consultants must meet the following criteria:

  • Advanced degree in Peace and Conflict Studies, Security Studies, Political Science, Sociology, or a related field.
  • Minimum of 7 years of experience in training, research, or program implementation related to PCVE, peacebuilding, or security.
  • Demonstrated expertise in facilitating ToT workshops and capacity-building programs.
  • Strong understanding of Nigeria’s PCVE landscape, policies, and stakeholders.
  • Excellent communication, presentation, and report-writing skills.
  • Experience working with government agencies, NGOs, and international development partners.

Title: Enumerator for Community Stakeholder Mapping
Locations: Kaduna, Katsina and Kano
Duration of Assignment: The mapping exercise will be conducted over a period of two (2) weeks across the LGAs where the GCERF project was implemented in Kaduna, Kano, and Katsina States.

Objectives of the Assignment
The enumerators will play a crucial role in gathering data that will:

  • Identify key community actors and their roles in PCVE efforts.
  • Assess their strengths, capacities, and gaps in PCVE-related awareness and engagement.
  • Map interactions and relationships between stakeholders to strengthen collaboration.
  • Provide a foundation for targeted interventions and enhanced policy implementation.

Scope of Work
The enumerators will be responsible for the following:

Identification of Participants:

  • Engage key community institutions, bodies, stakeholders, and organizations.
  • Develop a comprehensive contact list ensuring inclusivity across relevant sectors.

Data Collection and Analysis:

  • Utilize the provided mapping template to collect relevant data on community actors.
  • Assess the strengths, weaknesses, and awareness levels of stakeholders.
  • Analyze interrelationships and interactions between different actors.

Validation and Reporting:

  • Validate findings through stakeholder consultations and feedback sessions.
  • Provide accurate documentation of findings and submit data in the required format.

Key Activities:

  • Development of data collection tools.
  • Field visits and stakeholder engagements.
  • Data analysis and synthesis.
  • Report writing and dissemination of findings.

Required Qualifications and Experience

  • Minimum of a Diploma or Bachelor’s Degree in Social Sciences, Development Studies, Statistics, or related fields.
  • Previous experience in data collection, research, or enumeration, preferably in PCVE, governance, or social development programs.
  • Proficiency in using digital data collection tools (e.g., ODK, KoboToolbox, SurveyCTO) is an added advantage.
  • Fluency in English and the local languages of the targeted states (Hausa is mandatory).
  • Strong interpersonal and communication skills to engage with diverse community members.
  • Ability to travel to and work in remote areas within Kaduna, Kano, and Katsina States.

Title: Field Enumerator
Locations: Kaduna, Katsina, Kano and Sokoto
Duration: The field visits will take place over 10 days across Kaduna, Katsina, Kano, and Sokoto States

Background

  • The Preventing and Countering Violent Extremism (PCVE) initiative seeks to ensure data-driven and community-focused program implementation. 
  • As part of this initiative, Learning and Adaptation Field study will be conducted in Kaduna, Katsina, Kano, and Sokoto States to gather field insights, engage stakeholders, evaluate the effectiveness of ongoing interventions, and refine strategies based on evolving community needs.
  • To support the data collection process during these field visits, we are seeking qualified Enumerators to assist in gathering qualitative and quantitative data from various stakeholders, including community members, government representatives, civil society organizations, and other relevant actors.

Scope of Work
The selected Enumerators will be responsible for the following tasks:

  • Conduct surveys, interviews, and focus group discussions (FGDs) with community members and stakeholders.
  • Accurately collect and record data using structured tools and methodologies.
  • Ensure ethical standards and confidentiality in data collection.
  • Work closely with the research team to ensure high-quality data is obtained.
  • Participate in preparatory training sessions on data collection tools and methodologies.
  • Assist in organizing stakeholder engagement sessions where necessary.
  • Provide regular updates and submit completed data collection forms promptly.

Qualifications and Experience
Interested candidates should possess the following:

  • A minimum of a Diploma or Bachelor’s Degree in Social Sciences, Statistics, Development Studies, or a related field.
  • Previous experience in data collection, field research, or monitoring and evaluation (M&E).
  • Strong communication and interpersonal skills.
  • Ability to engage respectfully with diverse community members and stakeholders.
  • Proficiency in local languages spoken in the target states is an added advantage.
  • Familiarity with digital data collection tools (e.g., Kobo Toolbox, ODK, or similar platforms) is desirable.
  • Strong attention to detail and ability to adhere to strict data quality standards.
