Main Functions
- Under the supervision of the Head of Division Disease Control and Prevention, the Technical Officer – community Health Systems will provide technical support for conceptualization and implementation of the continental coordination mechanism for community Health on the continent towards institutionalized, integrated and sustainable community health programs in Africa.
Specific Responsibilities
The Technical Officer will be responsible for the following:
- Support the development process, validation and implementation of the Africa CDC Community Health systems strategy and ensure linkages to existing cross cutting programs and units at Africa CDC as well as in Member States;
- Support the design and implementation of advocacy activities within Member States for community health systems strengthening across the continent.
- Support Members states to develop community health policy and guidance documents for Community Health Workers advocacy activities.
- Support the conceptualization and implementation of the continental coordination mechanism for community Health on the continent towards institutionalized, integrated and sustainable community health programs in Africa.
- Conduct Member States Capacity building on cross cutting community health workers programs challenges;
- Support the implementation of Africa CDC initiatives/partnership to scale up community health workers programs on the continent.
- Conduct regional workshops & Webinars for cross country learning, experience and best practices sharing on the role of CHWs in Pandemic Preparedness and Response/ CHWs sustainability.
- Lead and or support country engagement processes for community health Workers deployment for pandemic response
- Support community health Workers deployment processes, define and assess the deployment impact.
- Support and organize regional Community Health Worker advocacy workshops for political prioritization and sustainability
- Support Member states to harmonize Community training curriculum towards integrated community health service delivery at the community.
- Work with Member States to support the process of improving Africa CDC access to health-related data through coordination, collaboration and technical assistance;
- Support the Community Health workforce development including developing specific training curriculum and manuals for various audiences, partner engagement and management, and ensure delivery of various workforce development activities,
- Develop, review, and disseminate guidelines, standards of practice, protocols and other tools to improve quality delivery in Member States;
Academic Requirements and Relevant Experience
- University Bachelor’s Degree in public health, medicine, epidemiology, health science, health-services research or related health discipline with at least 5 years of experience
- An Advanced Degree in, public health, epidemiology, medicine, health science, health services research or related health discipline is an asset with a minimum of 2 years of experience.
- Knowledge of public health programs, health sciences research and health systems strengthening, and experience in supporting projects and programs under government ministries and external donors.
- Familiarity with administrative and management practice and processes typically employed by public health and other public sector programs, particularly in the context of emergency response.
- Knowledge of public health issues in Africa and previous experience working in Africa
- Knowledge of oral communication techniques and skill in presentation delivery, program consultation and credible verbal response to inquiries.
- Skills in translating technical information into presentations, briefings and reports and funding proposals for both technical and lay audiences.
- Demonstrable experience and in-depth knowledge of operations of the Africa CDC, Regional Coordinating Centers, National Public Health Institutes will be an added advantage.

Main Functions
- Under the supervision and guidance of the head of EPR Division, the Senior Technical Officer will be responsible for providing technical support in the development, management, and evaluation of simulation exercises, providing technical assistance to member states with IHR core capacity assessment through conducting joint external evaluation.
- The senior Technical Officer will also conduct training needs assessment in MS in Pandemic/emergency prevention and preparedness, develop or adapt the training package and coordinate the capacity building activities.
- Additionally, the senior technical officer will also engage in various preparedness activities to support the hazard mapping, risk assessment and risk ranking among various regions and support the development of hazard atlas for Africa CDC and contingency plans for identified hazards.

Specific Responsibilities
The Senior Technical Officer for Public Health Emergency and IHC core Capacity development, shall perform the following major duties and responsibilities:
- Map or assess the capacity building needs in area of Pandemic/Emergency Prevention, and Preparedness
- Provide training and support to member states in conducting, evaluating simulation exercises.
- Support member states in conduct IARs/AARs and capacity building training on AAR/IARs.
- Create a regional pool of trainers for simulation exercises and AAR/IARs.
- Develop a culture among the key stakeholders in evidence-based decision making.

Main Functions
- The technical officer for diagnostics access will assist in supporting activities related to the accelerating diagnostics access in African Union (AU) Member States (MS) in line with the goals of the Africa Collaborative Initiative to Advance Diagnostics (AFCAD). He/she will assist in providing technical support for the implementation of initiatives that will enable all Member States to achieve equitable access to essential diagnostics. The incumbent will support strengthening of Africa biobanking networks, assist in the evaluation and introduction of new or advanced diagnostics technologies, support efforts of local manufacturing of diagnostics and regulatory harmonization. He/she will assist in strengthening laboratory and diagnostic systems to support early warning surveillance and response systems for Africa Union Member States and facilitate the accelerated implementation of International Health Regulations (2015).
Specific Responsibilities
- Provide support on the implementation of objectives of the Africa Collaborative Initiative to Advance Diagnostics (AFCAD).
- Assist in the implementation of all Africa CDC activities related to diagnostics access including supporting biobanking, diagnostics development and evaluation, regulatory approval and harmonization, procurement and global price negotiation, policy adoption and uptake, post-marketing surveillance.
- Assist in activities related to supporting the work plan of the Diagnostics Advisory Committee (DAC)
- Provide technical assistance to the activities of the Africa Biobanking Network and work closely with the biobanking focal person and the biobanking steering committee.
- Assist in regulatory harmonization by working with the Africa Medical Device Forum (AMDF) and the Africa Medicines Regulatory Harmonization Programme (AMRH) of AUDA NEPAD and Africa Medicines Agency to support activities towards regulatory reliance, convergence, and harmonization in the continent.
- Assist in the evaluation of diagnostics including diagnostic technologies such as the diagnostics for priority diseases and other diagnostic tests.
- Collaborate with the appropriate units within Africa CDC to assist in efforts towards local manufacturing of diagnostics in the continent.
- Assist in the development and dissemination of policy documents and guidelines on the adoption and uptake of diagnostic tests in African countries.
- Assist in supporting the monitoring and evaluation of implementation of activities of Diagnostic Access Division including tracking financial expenditure for the program.

Main Functions

- The Senior technical officer – Malaria and other Vector borne diseases will be responsible for supporting several technical and programme management and implementation activities in the area of prevention and control of Malaria and other Vector borne diseases that are of continental priorities.
- Technical and programmatic management and implementation activities may include workforce capacity development, health promotion, epidemiology assessments, monitoring and surveillance, public health research, and strengthening of health information systems, laboratory networks, and other health systems strengthening activities, all in alignment with Africa CDC’s vision and strategic plan.
Specific Responsibilities
The Senior technical officer for Malaria and other Vector borne diseases shall perform the following major duties and responsibilities:
- Provide oversight in the technical support on the implementation, coordination, supervision, monitoring and evaluation of continental initiatives on prevention and control of Malaria and other Vector borne diseases.
- Lead efforts and facilitate to harmonize and integrate Malaria and other Vector borne diseases elimination and control efforts across multiple diseases with other health programmes (e.g. non-communicable diseases, immunization, maternal and child health, primary health care, food safety), non-health sectors (e.g. WASH, education, animal health) and overall health system, especially in the areas of disease surveillance, integrated people-centred care delivery, drug management and regulatory policies, health care financing.
- Coordinate, collaborate and technically support integrated vector control programmes, surveillance, diagnostic and laboratory capacity-strengthening and operational research efforts to accelerate control and elimination of Malaria and other Vector borne diseases.
- Act as focal person in Africa CDC to manage Malaria and other Vector borne diseases related work through coordination with RCC, Member States NPHIs, donors and health partners in these areas;
- Liaise with the AU MS to facilitate and support development/ implementation of the national Malaria and other Vector borne diseases programmes and provide technical support in the development of integrated health system networks through the adaptation of existing tools and the systematic development of capacities and competencies at the community levels.
- Provide technical support to improve health information system related to Malaria and other Vector borne diseases
- Build and maintain strong partnerships and relationship with partners interested in strengthening the prevention and control of Malaria and other Vector borne diseases
- Facilitate and strengthen RCC and NPHI capacities in health promotion for the prevention and control of diseases of Malaria and other Vector borne diseases
- Ensure the monitoring and reporting of outputs, outcomes, lessons learned, and challenges for activities of the Division of disease control and prevention.

Academic Requirements and Relevant Experience
- A Master’s degree or higher in health sciences or public health or a related discipline from an accredited academic institution with at least seven (7) years of continuous or combined experience in the field of endemic diseases, in particular Malaria and other Vector borne diseases with emphasis on its prevention and control, research, epidemiology and surveillance, or other related public health programme activities.
- Candidates must also have documented at least two years’ experience working in the African health sector.
- Bachelor in health sciences, public health or a related discipline from an accredited academic institution and must have at least ten (10) years of continuous or combined experience in the field of endemic diseases, in particular Malaria and other Vector borne diseases, with emphasis on its prevention and control, research, epidemiology and surveillance, or other related public health programme activities.

- To provide operational support to strengthen financial management of the Projects
Specific Responsibilities
- Manage EC Project funds and provide overall financial oversight over the utilization of the funds;
- Monitor the performance of fund flow mechanisms of the Project and ensure that timely replenishments are made to implementing offices and the required funds are received;
- Ensure that payments are made as per the budget allocated for each project and expenditure category;

Purpose of Job
- To provide technical support in financial management, accounting, administrative and treasury services in order to meet legislative requirements and support AU operations.
Main Functions
- Provides support in the preparation and Implement the programmes developed out of the Division’s strategic plan;
- Ensures effective coordination and implementation at various levels;
- Liaise with Member States, Regional Economic Communities (RECs) and other stakeholders including on relevant matters;
- Prepares and develops reports, budget and work programmes related to the functioning of the Division;
- Provides support to develop resource mobilization strategy with stakeholder’s coordination;
- Manages and supervises employees under his/her supervision with regard to organization and performance evaluation;
- Conducts complex analysis and generate accurate reports in a timely manner for the Division and AU’s internal use;
- Liaise with the various Departments/Units of the Commission for coordination and alignment purposes;
- Prepares budgets for the Division in accordance with relevant frameworks. Support the promotion of the activities of the Division including preparing leaflets, guidelines and fact sheets as may be required;
- Actively contribute in the development of strategies, policies, programmes and plans.
Specific Responsibilities
- Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained accurately
- Prepares financial management reports to track performance against budget and report the results to management
- Maintains a financial reporting calendar and ensure timely preparation of all financial reports
- Provides advice and ensure compliance with Financial Rules and Regulations and other determined Financial Policies
- Ensures accounting records are correct and reliable; including and not limited to timely bank reconciliations, maintenance of open items, timely processing of travel financial transactions, clearance of purchase requisitions and purchase order balances.
- Ensures compliance with financial internal controls, and ensure that transactions are processed and assets managed in accordance with AUC Financial Rules and Regulations
- Prepares monthly/annual accounts closure, including bank reconciliations and submission of timely and accurate reports to management
- In close coordination with the supervisor, support the preparation and review of donor financial reports, and endorse such reports before submission to donors
- Ensures monthly and yearly closing as well as any other periodic accounting-related processes are executed in a timely and accurate manner.
- Assists, prepares or consolidates year-end financial statements for inclusion in the AUC Annual Financial Statements to be audited and provide advice, financial interpretations and corrective actions in response to audits and other queries to ensure adherence to the AUC Financial Rules and Regulations.
- Promotes best practices, transparency, accountability and appropriate working systems
- Plans, coordinate, and supervise the work of the Assistant Accountants;
- Performs any other financial related duties as may be assigned by supervisors
- Maintains the accounts payable and accounts receivable systems in order to ensure complete and accurate records.
- Maintains appropriate financial information systems and accounting records based on the generally accepted accounting principles and international accounting standards;
- Keeps accurate financial records;
- Defines requirements and works with systems units with respect to production of relevant financial reports. Review and deal appropriately with accounts receivable. Take timely action in closing projects financially in the system;
- Coordinates, reviews and endorses responses to audit queries from internal and external audits and ensure the implementation of accounting audit recommendations;
- Supervises the preparation of financial reports, monitoring and supervising expenditures with respect to approved budgets and work plans;
- Monitors, analyses, and approves transactions for entry into the accounting system;
- Analyzes accounts and review/evaluate extra budgetary financial reports. Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner;
- Provides hands on support for efficient and effective financial, budget, and fund management process;
- Answers inquires of related to finance issues to various stakeholders;
- Produces regular financial reports as required or requested;
- Collects and analyze financial data in such areas as forecasting, budgeting, cost reduction analysis.
Academic Requirements and Relevant Experience
- A Bachelor’s Degree in Financial Management, Accounting, Finance or Commerce or related field with five (5) years of relevant professional work experience in the areas of finance, accounting, financial management, budget, out of which two (2) years of experience at supervisory levels.
- Professional qualification such as CPA, CA, ACCA, CIMA or equivalent is an added advantage,
- Strong knowledge of IPSAS i and any ERP/SAP is an added advantage.
- A Master’s Degree in Financial Management, Accounting, Finance or Commerce or related field with two (2) years of relevant professional work experience in the areas of finance, accounting, financial management, budget, and experience in team supervision.
- Additional professional qualification such as CPA, CA, ACCA, CIMA or equivalent is an added advantage.
- Strong knowledge of IPSAS and any ERP/SAP is an added advantage.

Tenure of Appointment:
- The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period.
